Thomas E. Kelly – Apache Junction

Police Chief Thomas E. Kelly was born and raised in Chicago, Illinois where he became a police officer in 1972.  In 1983 he joined the US Department of Justice, Drug Enforcement Administration, holding many different assignments and working his way up the ranks to Agent in Charge. In 2006 he retired from the DEA and was the hired as Criminal Investigation Captain with the Apache Junction Police Department, the Deputy Chief and then in 2012 appointed Chief of Police. He is graduate of Lewis University in Illinois, attended Command Training at Northwestern University, Chicago, Ill, Johns Hopkins, Senior Executive Training, Baltimore, MD and served a six month Fellowship with the FBI Quantico Behavioral Analysis Unit, Violent Criminal Apprehension Program (ViCAP).  In addition he has taught at the DEA National Academy in Quantico, VA, University of Illinois Police Training and instructed foreign officers in Laos, Hong Kong and Turkey.

In 2014 Chief Kelly was appointed by then Governor Brewer to the Arizona Substance Abuse Partnership and also to the FBI ViCAP National Policy Advisory Board.
